WOPI offers a toolbox for implementing a competency system in the organization. The system's hub is basic competencies at work, to be acquired and developed. The main tools include WOPI for measurement of competence potentials, WOPI360 for appraisal of realized competence and WOPI-C for measurement of competence culture.

WOPI measures the "driving wheels" of individuals' and teams' competent behavior. Knowledge of such drivers helps in recruiting and placing people into jobs with appropriate competency profiles. As long-term drivers of behavior motives, ways of thinking and attitudes give a platform for self-directed competence development. WOPI360 measures competent behaviors already carried out - by "timing" the shared perceptions of people working around the target person. WOPI-C in turn measures organizational culture, the soil for blossoming of competence.
